Memorandum
To: Inspector Candidate
From: Nora Carter Enquiry Office Clerk
Date: (Last week)
Subject: Bullying.
Dear Inspector,
As you are my line supervisor I feel I should let you know of the bullying behavior that I am receiving from Mr Kofkin the other Enquiry Office Clerk.
Over the past few weeks I have been called a poxy civvy and made to feel inferior to Mr Kofkin. I believe he still thinks that he is a Detective Sergeant and has the authority that goes with that position. I appreciate he has a wealth of experience and I am eager to take his advice on procedural matters, what I do not appreciate though is being called Hunny all the time or babe. I would like it to be known that I am not anybodys Hunny and do not want to be referred to as one.
As you are my new supervisor I feel I should also let you know that your predecessor Inspector Russell also had to speak to Mr Kofkin about this very same matter. I do not wish make a grievance or formal complaint, all I want is his behavior to stop.
Nora Carter
Enquiry Office Clerk.

Subject: Bullying behavior towards Nora Carter
Inspector,
Firstly I would like to congratulate you on your promotion and welcome you to your new sector and team. For your information you also have line responsibility for the Enquiry Office Clerks.
As you can see by the attached report from Nora Carter, she has a number of complaints about Mr Kofkin who is the other Enquiry Clerk. I have worked with Mr Kofkin who was a divisional Detective Sergeant for some years, and always found him a professional and hard working individual.
As you are new to the role I must point out that I require the Enquiry Office to be open for longer hours. To facilitate this we have employed Nora to help cover the extended hours which now run from 9am to 7pm Monday to Friday. The shift paten has been changed to facilitate this where Nora does 9am until 4pm and Mr Kofkin does 12noon until 7pm each day Monday to Friday. Headquarters covers the office each weekend.
If you have any problems feel free to speak to me. As your Superintendent I have every confidence in you to resolve this complaint.

Inspector,
I am sorry I can not speak to your personally as I am self defense training today. My I firstly offer you a warm welcome to the area. I am sure you will enjoy your time at this happy station.
I would like to bring to your attention the good work of Mr Kofkin the Enquiry Office clerk. As he is one of your team I feel I should point out his excellent work lately. As you can see by the statistics below, Mr. Kofkin has submitted a high number of intelligence reports recently. The quality of these reports are exceptional and has led to some pleasing results. Mr. Kofkin always follows up these reports by asking the relevant detective on the progress of the information supplied. He generally seems interested in the role he undertakes.

One month ago 87 reports
Two months ago 84 reports
Three months ago 99 reports
Four months ago 89 reports
Could you please pass on my thanks to him.
J Cranston
Detective Inspector.
Role Actor Instructions Mr. Kofkin.
Please read the Candidates Instructions and the Marking Guide to obtain a better understanding of the role.
Your are Mr. Kofkin (use your first name) and work as an Enquiry Office clerk. You have completed 30 years service finishing as a Detective Sergeant at this police station. As you have a keen interest in Policing the community you took the role in the Enquiry Office when it was advertised. You have been doing this role for over a year when the Supt. requested that the office is open from 9am until 7pm. Up until two months ago you worked on your own in the office from 9am until 4 pm, but as it got busier and the Supt. requested later opening. Nora Carter was employed two months ago to help out and she works the 9-4 shift and you work the 12-7 shift. At first you were happy to work these hours, but now you feel fed up with working until 7pm each day. Headquarters staff covers the office each weekend.
As you were a keen detective you submit a high number of quality intelligence reports to CID and the Local Intelligence Officer. As you are so keen you follow up what the progress has been on these reports with the CID officers. As you used to work at this station before retirement you often get chatting to old friends leaving Nora in the Enquiry Office alone. This causes her to do more work, but your view is that you are putting all these quality intelligence reports, which she is not
Nora has put in a compliant about this and you calling her things such as Hunny & Babe . You call all females by these terms and do not feel you are doing anything wrong.
Nora has also said that you called her a poxy Civvy . This incident happened 3 weeks ago when you were trying to explain to her what was a good intelligence report was. She did not understand how to write the information down on the intelligence report form, even though you had explained it to her for the 5th time. In frustration you called her a poxy civvy but only meant it as a joke. You feel that you have been given the burden of training Nora for her role and that the job has been taking advantage of.
When you walk in say
Hello Inspector, I am (Use your first name ) Kofkin ex Detective Sergeant. Congratulations on your promotion. If you need any advice about the running of things let me know .
If asked about calling Nora things such as Hun, Babe etc. say
Well I do not know I am doing it. My partner at home is always telling me I will get in trouble at work by saying it
IF the candidate asks what your WIFE says, say
My boyfriend is always telling me not to refer to people as Hun or Love. I do not mean anything by it, it is just a natural expression .
If the candidate asks what your PARTNER says then drop the boyfriend term and just repeat the above line that my partner is always telling me etc.
|If asked about calling Nora a Poxy Civvy , say
Yes I remember that. It was only meant as a joke. I explained to her 5 times about how to fill in an intelligence report, but she still could not understand how to write the relevant information down .
If probed further say
Look Inspector, I have done 30 years in the job and I can only explain something a number of times. If the job did not put on me to train her then there would not be a problem would there .
If probed further say
I do not mind using my skills to train people, but when I do and they repay me with a compliant, well I will not help them again. This would not happen in the CID office when I was Sergeant .
If asked what the previous Inspector spoke to you about regarding a similar matter say
Well SHE told me to show Nora the ropes
If asked if you have had any diversity training say
What iss that .
If asked anything else on this matter, say
I have not had any diversity training as an Enquiry clerk
If asked if you have had any diversity training as a DS say
No, I think I was on another course at the time
If offered training say
Well if you think it may help Inspector I will do anything you say
If asked anything about the shift paten say
I was happy at first to trail it, but I do not like working until 7pm each evening .
If asked anything about Nora working the day shift or sharing the shifts say
I am happy with that, but I do not know if Nora would be .
If asked why say
Well I think she has to pick the children up from school
Do not offer anymore information in relation to this and just repeat the above lines when appropriate.
If asked / praised about the number on intelligence repots say
Well I should know what to do after 30 years experience in the job
If asked why you are in CID so long when following up the progress of the intelligence reports say
Well I am just following up if any action has been taken on the intelligence reports I submit
You can not remember any intelligence reports you submit as they all relate to information received from members of the public about Burglaries and car crime.
If the candidate points out that by spending so much time in the CID means Nora does more work in the front counter, say
OK Inspector, but how will I know if any action has resulted from the Intelligence reports, you know how these CID officers need to be pushed
Accept / agree with any action the candidate suggests.
